Paste as Values Shortcut Not Working

Hello,
I have always used the following keyboard shortcut in Excel 2016 to copy cells and 'paste as values':

Copy - CTRL + C
Paste as Values - Right-Click button on keyboard + CTR + S + S + Down button to select 'Values' + Enter

This shortcut is deeply ingrained in me. Suddenly this shortcut is not working and I really don't want to have to change methods to a different keyboard shortcut. I am aware others exist. My issues is: When I hit "S" the second time, it takes me to "Translate" in the right-click menu instead of opening the "Paste Special" dialog box. I verified that it is not an issue with the external keyboard by using the laptop keyboard instead. It still happens. I have no clue how to fix it. I feel like I must have changed something accidentally when trying to do things quickly in excel. This method of pasting as values works on my other computer with the same version of Excel and on a coworker's computer with the same version. Any insights on what I may have done to change this and how I can fix it??? It is driving me bonkers!
