That doesn't really explain why you would want to stop people from actually using Excel.

To an extent, but only if you can ensure they have a startup file loading, that they enable macros, and that you intercept every possible method of generating a new workbook - which would really have to include opening existing workbooks. It would be a lot of work and pretty simple to bypass, so a waste of time in my opinion.
