Paid time of accrual rate formula

hi everyone im looking to have an accrual formula developed ive tried for a while works but not quite. This is the breakdown:

i have a sheet that is universally used by many account and they just change they year and everything else follows. Recently i want to develop an accrual calculator for account managers. So they need to reference the following:

=YTD1J4 (which is the year that the manager enters)
hire date is C4 which is spelled out like so 4/12/12
what is there CURRENT accrued paid time off. not based on the years they worked but the current year hence using YTD!J4. Now i want to use cell C104 as a place where the max accrued rate would be and in this case if you work more then 2 years would be 80 hours or two weeks and less then two years would be 40 hours or 5 days. They have to accrue this monthly and not just get a automatic 2 week paid time off but rather it accrues. Here the thing the formula also has to incorporate and "if" or "or" formula as it has to say if D4="Full time")*C104 (which is the facilities max earned time off)

any help would be appreciate thank you all so much.
