Page Layout Margin

Error
rows going onto next page when space left on page, only seems to happen for this workbook, all others seem to fill ok. But there is a fair amount of invested time in layouts formula, and macros that would be a pain to switch to a new workbook (so i'm leaving that as last resort)

Workbook and excel detail
Office 2010

Margins
Left, right, bottom, top = 0.5cm
Footer, header = 0

Zoom = 100%

Page position top left (not centered)

Note
It doesn't seem to matter when page setup i change or use there seems to be added padding to the bottom margin for unknown reason and it's messing up a technical print where spacing is vital.

Any help that can be given would be appreciated, if extra detail is needed i will update when back in the office Tuesday. Also sorry for the rubbish image i snapped it as i was leaving.
