Package Access and Excel into a Template

Many many years ago there was something called a "Binder or Notebook" you were able to put two Microsoft product, like access and excel that were linked together, in it and it would keep then packaged together.

I have created a little program that has Access tied to Excel. It is some-what of a Template that the user uses to Bid and Price proposals. The Old "Binder" would maintain the links of items.

I guess what I am asking is there a way to keep these two files together. I am having a problem of people moving pieces, saving as....

I want to permanently join the two together. I don't want the user to be able to move one without the other.
