Output a report - keeping the formatting?

I want to output a report and keep the pictures and other formatting that are included. The only way I can do this is to output it to a "Snapshot" format, and then use the Snapshot Viewer. The problem with this is that very few people actually have "Snapshot Viewer", and I would rather not have to ask them to download it just so they can view my stupid report. I've tried rich text format, but it loses much of the formatting. Would it be possible to output it to a PDF file or to output to RTF, keeping the formatting, or is this just wishful thinking?

Waterfall charts in Excel?
Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.
Out putting to PDF will work fine but you will need to have the software to do it. RTF is only any good for basic reports you will lose any pictures or graphs with it

Adobe make the main programme for it but that will put you back £200/£300 pounds. I belive there are several shareware version now that you could do a Google search for.
