Outlook conditional drop down user form

Hi all. Thank you in advance for any advice. So I'm a complete utter novice an I have an idea at work that would make my life much easier. So just after some guidance really as if what would help can be done an maybe a point to a post or site that might help me get started.

So I sent out multiple email. Most of them are just the same just repeated for different distribution lists and with it being repetitive I wondered if I can use VBA to create a user form to do the following:

A user form with 2 drop down boxes:
Drop down 1 would be choose a company company a company b company c

Then the drop down underneath would be email template A email template b email template C

Then maybe a button underneath 'create template' that will then create an email pre populated from what I've selected in the drop downs?

All the email templates would all be the same the only difference would be in the 'to' field of the email created based on what company was picked in the first drop down.

I'm not sure if this is even possible. Just something that would be so much help to me!
Any links or anything to get me started or even just to tell me this isn't do able would be great. Thanks everyone.
