outlook and looking at body and then send later

I have a problem and am wanting to know if this can be done. We send many emails out through a program. I want a rule or vb code to scan the body of the email (before it is sent) for " RO " or " RT " and if found, then it will not send the email until it is between the hours of 6:30am to 5pm. If they do not contain " RO " or " RT " then they can be sent right away. Is there any way this could be done?
