We use Oracle databases pretty much exclusively at my work. However, I personally don't use any of the Oracle Developer tools. I do Business Intelligence and Data Warehousing, so I primarly use PL/SQL Developer and Business Objects.
As far as an answer to your question, I would say use any and all resources at your disposal, and make sure to download the free version of 10g from Oracles web site. My advice, and really this is the advice I would give to anyone regardless of what tool they wish to learn, is that you have a project in mind and set out to implement that project. That is the only thing that has ever motivated me to learn a new tool.
