Only shows rows whose cells in a specific column have values

Say I only want to see rows whose cells in column B have values. That is, hide rows whose cells in column B are empty.

Is it possible to achieve that with function or Filter?

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
In Filter, uncheck the box for blanks in Column B
