Only Keyboard Shortcut, No Mouse, for formatting inserted rows

I am inserting rows with Ctrl+Shift++

Then the format painter icon hovers and i can click on it to choose whether i want ‘format same as above’ and ‘format same as below’.

I want to choose that format painter with a keyboard shortcut instead of a mouse click. Is it possible?

Press Ctrl+End to move to what Excel thinks is the last used cell.
I don't believe so; However, you could just copy a row and then insert it with Ctrl+Shift++and then hit the delete button to clear the cell contents
