Offset/Match, with if statement

Hello,
Trying to figure out what to search so I can figure out how to do this. I'm building a part number lookup, so it matches each number and returns information. So of the descriptions are multiple lines. How can I look at the next row and check for " " to determine if the offset needs to row height needs to increase by 1 or more.
