Office 365, Web Excel, Always start at specific worksheet on open

I have a file that I am going to be sharing via Office 365's OneDrive within my organization. I would like to have the "Instructions" worksheet always open when the user opens the workbook.

If they download it I have in the XLSM file VBA that activates that worksheet. How can I replicate this in Office 365 Web on Office.com?
 

Excel Facts

What is the last column in Excel?
Excel columns run from A to Z, AA to AZ, AAA to XFD. The last column is XFD.
Since Office 365 Online does not support VBA. This is not possible.
