Office 365 Forms Spreadsheet housed on a server without access to 365

I am creating spreadsheets for a client that uses Microsoft Forms to collect data. Some of their partners will be using the form to collect data within their organization, but they will own the spreadsheet and data until it is turned over to the client. Can that be achieved if the partner does not have Office 365? The client can not legally have access to the data until the spreadsheet is turned over by the partner. We are wanting the partners to use links to complete the form while the data is being populated on the spreadsheet that is in their possession without our assistance.

I am new to using Microsoft Forms, so please bare with me if this is not possible and/or an easy solution.
