number format

Hi there, I received a file from a partner in poland and the values in their report are displaying as the following:
QTY Buy In Unit Price Amount

Hi there, Any ideas how to correc this. I've tried format cells and all the usual tricks.I know that where there is a comma, we would replace with a full stop and vice versa.
