Not seeing latest version of data in Shared workbook

Good Day,

I have one user in my office that cannot access the latest data in a shared workbook. The workbook is located on a Onedrive account and is shared with full read/write capabilities to multiple users in the office. If he accesses it in excel online, it will show the latest data, but if he opens it in the desktop app, he will see old data, all the users currently there and their position in the workbook. But he can neither see anyone else's changes nor save changes himself. It is not open in read-only.

We have tried:
  • reinstalling Onedrive
  • reinstalling office
  • saving a copy of the file then over writing the original
The last one actually works, but is so cumbersome, I'd rather get to the root of the problem because after its success last week, we now have the problem again on Monday. We all have the 2410 build of office 365. He and another user are on Windows 11 while the rest of us are on windows 10. But the other W11 user does not have any issues.

Any thoughts?
