No longer able to open csv file

For some unknown reason I can no longer open csv files downloaded from a well used site for many years with no issues. Error message reads "Microsoft Office Excel cannot open or save any more documents because there is not enough available memory or disk space...Have spent hours making sure I have enough disk space and memory. Also a restore point, also other repair and diagnotic procedures but to no avail.
Does anyone know the answer to this.

How to total the visible cells?
From the first blank cell below a filtered data set, press Alt+=. Instead of SUM, you will get SUBTOTAL(9,)
Have you tried repairing the Office installation (via Windows Control Panel > Programs > Programs & Features > Microsoft Office (version) > Change > Repair)?

Have you tried clearing out your Temp folder?:
C:\Users\%Username%\AppData\Local\Temp
Close all apps first.
