I have a form (as in the paper kind that you write on, not an access user input form) that has been sent to us in Adobe (.pdf)

I have been able to recreate this in Excel but I think I would rather use access to maintain the data and then generate a report and have it output on this form.

Is it possible to import the layout or formatting of either the pdf or the excel sheet into excel?

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().

No doubt you meant Access. The answer with respect to layout is no. As for formatting, you could mean data or objects. In either case, I would say no. As for data in spreadsheets, you can link to or import them into Access and use as a table, but you have to ensure the data types are correctly interpreted by Access (so you could also be referring to data when you say 'format'). Text vs numbers usually give the most problems.

You could probably format a report in Access to look like the PDF. Once it's set up, it should only have be done once.
