Best way to learn Power Query?
Read M is for (Data) Monkey book by Ken Puls and Miguel Escobar. It is the complete guide to Power Query.
Office 2007 and 2010 are both excellent (I happen to prefer 2007 but I am in a minority - partly because I prefer Access 2007 to Access 2010, and partly because I don't like the File tab in Office 2010).

I'm not familiar with Access 2013 - should be at least as good or better than the 2010 version I think.

Unless you have a strong reason to do otherwise, install the 32-bit version of Office - it's a little more friendly as far as third-party addins, utilities are concerned. I'd only use the 64-bit version if was doing seriously heavy data-crunching.

Whichever version you choose, you will need a few days to get used to the "Ribbon" but you'll be fine once you learn a little about it - it's highly customizable, which is a plus.

The only versions you're likely to be able to buy new now are Office 2010 and 2013 and even Office 2010 is getting harder to find. Office 2013 will, of course have a longer product support period than Office 2010, which is already over 3 years old.
