Here simply I'm looking..

In excel Operation Should be in Column A A1:A6 numbers are matched so in Column B in List B1:B6 it will check nearest value of 3 As mentioned in Column C.And Once it get the value in Column D it flag like D3 & D4 1 and remaining all are 0. And above operation will continue in B7:B12.Remove E and F Column here
