Need resource for File Permission Questions

I have some questions about file permissions in Windows XP. Particularly how to protect a folder on a network drive from being moved/deleted, but still giving full access to all files within folder. Does anyone know of a good forum to post such a question? I have found a couple, but they don't look like they have a lot of activity on them, so it might be a long time before I get an answer. I have been playing around with the folder permissions, but it has a lot of options, I know I'm doing something wrong.
