Need help with random number generating

Hello,
I am fairly new to excel and my homework wants me to do a task that requires using a random number generating function to generate a number between 1-9, and
output a percentage rate based on the percent correlated with the 1-9 number indicated in a table. How can I do this with simple functions and correlate the random number with the percentage rate?

Assume A1 is random number:

=RANDBETWEEN(1,9)
B1 is percentage:

=-1.25% +(A1*0.25%)
P/s: Replace A1 with formula in A1, if you dont want cell A1.

thank you! how clever to use the 0.25 increasing table values as an equation.
