Need HELP with Excel keyboard shortcuts in Windows 8.1 Pro

All my keyboard shortcuts in Excel (F3, F12, etc.) are being intercepted by Windows and giving me options to change brightness, search dialogs, etc.

How do I disable the Dell/Windows shortcuts so that I can continue too use these shortcuts in Excel?

Is it only the ones using F-keys?

Is it a laptop, or do you have a wireless keyboard?

IIRC (I had one years ago) there's an F-lock key on those that toggles them between special functions and normal F functions. You can set in the BIOS whether it should be on or off at startup.
