***NEED HELP PLEASE*** Copy values and data based on cell value

I can't figure this one out here is what I need,

So in one workbook I need a cell you go look at another workbook in a list if it sees the value NO (which there will be multiple) then I need it to copy the values of cells to the left of it but I need this to happen on each instance it sees the value no and to not repeat itself?

I have tried Vlookup, Hlookup, Index, match, and IF and a combinations of these and the answer in eluding me and I sure its something simple I just can't get it to calculate right

Any help would be greatly appreciated,
