Need help in replicating chart

Here is a simple chart (two periods, one variable per period, three groups):

Can it be replicated in Excel? I guess I have to make a scatter plot, but only with one axis? I'm confused. Underlying data can be downloaded here.

Use Data, What-If Analysis, Goal Seek to find the correct input cell value to reach a desired result
Your Y axis values would be 1, 2 and 3 just to get the heights right. You can always hide the axis itself.

Thanks for your advice. Can you help me in arranging my data properly? I can't make it work - scatter plot connects two data points on X and Y axes, while I need to connect two data points on X axis with one data point on Y axis (# of the row). What chart type should I choose?

You'd use a scatter chart. For example, the Russia-centric data on the first chart would connect (0.2, 1) and (0.5,1)
