Need Help in If vlookup function

I need small help in if and vlookup function

Please find below below table for example:

I want that when i apply lookup in C column it should check all raw values of same reference number in A1 or so on and give me match result. please help me

Thanks for response but by counting this we can't be sure that apple is tagged with 123. as apple could be tagged with other number too. i need to varify only those where apple is tagged with 123
