Multiple IF statments

I am trying to write a statement with multiple IF's and am coming up short and getting #VALUE response. Here is my current statement,

=IF(F140="Y","","NA")*OR(IF(F140="N","Y","NA"))

I am assuming that I have something conflicting but am not sure what. Any suggestions?

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
Is this what you are after (try it and see if it returns what you want):

If not, please explain the exact logic you want implemented (in plain English).
