Multiple if statement with vlookup

Hi,

I have this formula below where I would also like to add if B3 = "3rd Party", then have the same result as Contractor, I've clearly failed trying AND/ OR functions. Please could you help?

=IF(B3="Contractor",VLOOKUP(C3,'Rate Card'!A:M,13,0),VLOOKUP($B3,'Payroll by Person Mar-18'!A:M,13,0))
