Multi-level Categories Column Graph

Is there a way of producing a Multi Level Column Graph using Formulas rather than a Pivot Table?

In a nutshell, yes. You just select more than one row/column of data for the category axis.

Good, now the hard part.

I have a graph that looks like

Could this be acheived so its dymanic? So if I change the values the grapgh would change accordingly?

I don't see why not - it just looks like a column chart to me.
