MS Excel 2013 - Blank cells should have dashes

Hello All,

When I have a blank cell with no data, I want a dash to display...I am having trouble with the formula...

The cell is G44, so I thought the formula would look like this: =IF(G44=0, "-")

But a zero is displaying not a dash....

What am I missing? overlooking?

=isblank(G44)
=len(G44)

Then I suspect that G44 is not blank.
IsBlank should return True or False, where 0 is False & anything else is True

I now get a message that says, "Careful we found one or more circular references in your workbook that might cause your formulas to calculate incorrectly. FYI a circular reference can be a formula that refers to its cell value, or refers to a cell dependent on its own value."

As far a its format, I have it set to General, and not a number....

I see it as being blank, but if it's not how do I validate if its truly blank?
