Mrexcel HTML Addin MS 2007- Having Trouble Finding Add-In tab in Excel to Install

I cannot seem to find this Add-In tab in excel. i want to install this, trying to follow the instructions but I am at a major roadblock

You install it via the add-ins section in Excel Options - once you have done that, the Add-ins tab will be displayed (if it was not already).
 
Thank you so much. I have found it, but where is the actual zip file that needs to be installed?
