Mr. Excel Search bug

Is there a bug with the Search functionality on this forum?

In Search for, I enter "time AND negative" and select the "Search Title Topics Only" option, which should only return threads that have BOTH "time" and "negative" in the title. However, it appears to return many threads that to do not have the word "time" in the title.
 
Not a bug, just brain dead.

I don't know if it's a phpBB thing or a setting that the moderators can change, but for some reason you can't use intelligent searching. Not even the "advanced search" is advanced at all. It will ignore phrases in quotes, boolean operators, etc. This makes meaningful searching for specific things very, ...... VERY frustrating.

Moderators, is this something that can be changed?
