Moving balance amount forward month by month

Hi All,

I'm trying to calculate how an amount $700,000 moves month by month. Only in July $700,000 should be used to calculate the first subsidy allocation and for subsequent months the subsidy balance amount from the previous month should be used to calculate the subsidy amount for the next month.
