I'm not sure that you can force a user to select a non-blank value from a drop-down. Perhaps an alternative would be to set up conditional formatting on the cell, so highlight it if is blank, to draw attention to the fact they need to fill it in?
The Macro forces the user to put a Value in C4 before doing anything else.
