More than 3 conditional formating

Good Morning!

I have a list of territories that span the US and would like to use conditional formating to change the color of the cell to help organize them into 7 territories. I know how to do this for up to 3 (using conditional formating), but don't know how to do it with more than 3.

Any ideas?
