More Adaptable Equation

The Equation is quite simple and i might be an idiot for missing something or it may not be possible. I basically have a row counter, simple equation "=$A2+1" , just dragged down so it works in the appropriate cell. The problem is when a row is deleted the numbers are changed to "=#REF!+1" is there a way around this so it can adjust if the row is deleted? Any help would be greatly appreciated.

Try this, copied down
A3: =INDEX(A:A,ROW()-1)+1
