Googling around the internet it seems that maybe no one can do this!

I can do steps 1 and 2 (if I could find an upload link I would upload the file), but step 3 is beating me - this is where if 2 poker hands tie on classification you have to break the tie using the numbers on the face of the cards.
Can anyone here do step 3?!
