Mixed Absolute/Relative Cell reference not acting as it should?

I'm trying to transpose a spreadsheet (information I need goes down the list in rows) into column headings of another spreadsheet. Should be fairly simple, but when I copy the formula into my column headings (="SHEET2'!$B2) and copy the formula over into the next column, it treats the $B2 reference as absolute and doesn't change it to $B3 like I need it to. Is there any way around this?
