Missing "Macros have been disabled" Security Warning!

I have a very frustrating situation.

I can open a new workbook, record a macro, step-through it with f8 / run it etc, then save as a Macro-enabled Workbook (.xlsm) and close it.

When I reopen it and try to run a macro (from the Developer tab OR in VBA) I get a message saying that Macros are disabled and that I need to reopen the file and enable Macros.

My problem is that the "Security Warning: Macros have been disabled. Options..." that should appear beneath my ribbon doesn't appear. Therefore I can't enable Macros. I've tried going into the Trust centre and enabling all macros, but still get into the same loop.

I've searched through Excel Options, MS help and various forums but haven't found an answer.

I'm using Excel 2007, with Macros set to Disable with Warning, and the file is in a trusted location.

I'll be very grateful for advice to get the warning back. Thanks in advance.

How to change case of text in Excel?
Use =UPPER() for upper case, =LOWER() for lower case, and =PROPER() for proper case. PROPER won't capitalize second c in Mccartney
Thank you for that, but I had already seen that thread and had followed all steps suggested within it.

If I can be more clear on this:
I can write and run a macro once.
When I reopen, I can't access the macro.
I do not see the "Security Warning: Macros have been disabled. Options." box that should appear beneath my ribbon.

It sounds like the poster in the other thread had the same problem (in 2008) but the thread did not solve it. Any other advice welcomed please.

Thank you in advance.

Did you find a solution? I cant ask multiple users to disable macros completely due to security risk. I can see the security alert message disappearing behind the ribbon
