Missing: "File" > "Optons" tab on Microsoft Toolbar

I am by all means a newby trying to grow. I am running a MacBook Pro with Somona 14.5. When I start any Microsoft product, especially: "Microsoft® Excel for Mac" - Version 16.88 (24081116), I am missing the "File" button on the toolbar. At the very top of the screen I have the apple logo, Excel, File, Edit, View..... On the Excel workbook i have: Home, Insert, Draw, Page Layout... I tried to follow the instructions on Youtube (
) Excel Iterative, which state that I should select" "File" > "Options"...

Question: 'Why do I not have the File tab on my Excel Toolbar? Please Help

Excel Can Read to You
Customize Quick Access Toolbar. From All Commands, add Speak Cells or Speak Cells on Enter to QAT. Select cells. Press Speak Cells.
Those instructions are for Windows, not Mac, where the layout is different. The options on Mac versions are accessed via Excel - Preferences on the menu.
