Military DA6 using weighted percentages

I am trying to build DA6 form (military duty roster form) that uses excel, but takes into consideration a Soldier's weighted percentage that is based on a few variables such as number of times Soldier has done duty, if the duty was on the weekend, was the duty a priority 1 vs a priority 3, and did the Soldier get called by higher to actually conduct the duty or did he luck out and the duty get cancelled or not executed. I want to make it very easy so others can do it by just enter how much weight to each variable, and click execute.
A DA6 works as such, each Soldier is assigned a number value ranging from 1 to the number of Soldiers on the roster. The Soldier with the highest number is assigned duty. The next day of duty, the Soldier who had the highest number is reset to 1, while all remaining Soldiers increase their own number by 1. The new highest numbered Soldier is assigned duty. Are all variables equal? for instance, if someone has stayed on base based on the fact they are at number 2 and could be called on a Saturday worth more than someone who is not used on a Wednesday.

I ask as other variables came into effect in my day, for instance there was always an additional man on Guard parade but the best dressed was relieved (never me by the way).

The roster I am building is for funeral detail. The variables are not equal. The number of actual funerals you have conducted weighs more than your assigned DA6 number. Also, being Team 1(first team called if there is a funeral on that day) on weekend weighs more than being a Team 1 during the duty week or being on Team 2 (called in if there are additional funerals on that day).

I am sorry but the weighting appears to be a little complex than I am able to assist with.

I am far more sorry that such a rota is required. God bless you all.
