midi or wav to xls files

i have this question..
is there any way to convert midi or wav files to excel...

The excel should show time and frequency..

I know there is programs that can do it but 600$ is little to much for a student with a school project who will never use that function ever again...

this projects estimated time will take about 6 months so 30 days shareware programs wont do..
