Your question is a bit confusing and I’m not 100% sure what you are asking. What you can’t do is create a free power bi licence/account with a free email, such as gmail or hotmail. You need to register with an email address from a proper domain. Eg you@somedomain.com. You may be able to use a burner email address - I have never tried this.
