MFG Line balancing help: can excel do this?

I have a set # of operations, each requiring a set time to complete. Is there functionality in excel to identify operations that sum to a max amount of time, group those operations, and then sum the next operations up to a max time, and so on...

Ex.

Operation 1: 50 seconds
Operation 2: 30 seconds
Operation 3: 45 seconds
Operation 4: 35 seconds

If two operators show up to work, I want excel to output that Operator 1 works on Operations 1&2, while Operator 2 works on Operators 3&4. Is this possible? Working from scratch on this one..
