Match timestamps with 5 sec tolerance in excel

Hi,

I´ve had this problem and haven´t had any success resolving it.
I need to match time from "A" to time "B" ( this time can be exact or 1-5 sec earlier than "A" time) and then link the "C" column "ID" to "A" time. There are over like 9000 of them
Could someone help me?
