Match, sort and count numbers

Hi,

I am using the formula below which works great - up to a point. After 21 cells it just repeat the last cell details. Anyone who can assist please.

{=INDEX($R$353:$R$498,MATCH(SMALL(IF(COUNTIF($U$402:U403, $R$353:$R$498)=0, COUNTIF($R$353:$R$498, "<"&$R$353:$R$498), ""), 1), COUNTIF($R$353:$R$498, "<"&$R$353:$R$498), 0))}

I am sorting the numbers which is in column R and calculating values to each number in a column V.
