March 1999 challenge - solution?

I was going over some of the old challenges, and noticed that the March 1999 challenge was never really solved. I was wondering if:
a) Did anyone in the mean time actually solve it?
b) What was Peter Tesler's minimum of scrap?

I tried this myself and came to a solution that has a scrap of: 4.2926 meters (sorry I'm Dutch I converted it to meters).
 

Excel Facts

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
