I want to know for example: person must reach 200 dollar target for his sales. As soon as he reach target the figure must appear in "green". While trying to achieve target the rest must be in "red". Can it be done in Excel automatically?

Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
