Making a list of column and row headers if the intersection cell has a Value > 0

I have a workbook with multiple sheets, with a few hundred rows and about 50 columns. I am trying to make a new spreadsheet with a list of the row and column headers if the intersecting cell has a value >0. Ideally one for each sheet on in a new workbook.


This into a list like

I think it will probably be easier to use a macro, which I am not as good with as formulas. Any help would be appreciated. Also, this is in excel 2013 and the data is in pivot tables.
