Make watermark non-deleteable

Per google the consensus on adding a watermark seems to be to add a rectangle object with Text for your watermark. I've done this for an Excel file generated by MS Access - the watermark indicates the file is not final ("Not Approved").
But it is deleteable, which is bad from an audit standpoint. Is there a way to make a non-deleteable watermark ? This is for Excel 2010. I was thinking of something in the On Delete event for the object - if it exists. Thanks for any suggestions.

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
Hi stewartahunt,

Try inserting the water mark in the page header. It will be invisible on the normal and page break views, but it will be shown on page layout and printout.

However, it still can be deleted but not by mouse click.

How about unlocking the worksheet cells and then protecting the worksheet ... that way the watermark shape will be undeleteable while still being able to work with the worksheet and edit its cells
